Top-Up: flexibility as a long-term strategy

Andrea Prins describes in her article about Top-Up the endless layout possibilities of the apartments and calls the project an example of “Open Building”. But what is Open Building? How is flexibility achieved? And, can freedom of layout contribute to a structural solution to the housing crisis?
